PurposeTo staff one position of Parliamentary Counsel on an indeterminate basis and to establish a pool of qualified candidates that may be used to staff future temporary or indeterminate vacancies for this position or for other similar positions. Summary of Duties Parliamentary Counsel assists the Law Clerk and Parliamentary Counsel of the Senate of Canada in rendering legal services to the Senate, its committees, individual Senators and the Senate Administration.
Essential Qualifications - Possess a degree in law from a recognized university - Member in good standing of the bar of one of the provinces or territories of Canada or the Order of Notaries in the Province of Quebec OR eligible to become member of a bar of one of the provinces or territories of Canada or the Order of - Notaries in the Province of Quebec- At least three (3) years of experience in providing legal advice with respect to constitutional law and public law - At least one (1) year of experience in providing legal advice with respect to employment law and contracts
- Experience or training in parliamentary law. - Experience or training in drafting federal legislation. - Experience in providing legal advice and services and drafting briefing notes to senior management.
Technical Competencies - Knowledge of constitutional and parliamentary law. - Knowledge of the federal legislative process. - Ability in legal reasoning, in particular with respect to the interpretation of legislation. - Ability in legal writing, in particular with respect to the drafting of bills, amendments to bills and documents of a legal or administrative nature. - Ability in making oral presentations and briefings.Behavioral Competencies- Action management- Adaptability- Communication- Developing self and others- Judgment- Teamwork and cooperation
