About this job

The Junior Programmer participates in the development, implementation, support and integration of custom built and commercial off the shelf applications at the Senate that meet the client’s business requirements and are produced to the client’s and IT function’s specifications. Clients include senators, Senate staff and Senate administration.

Screening Criteria

College diploma or university degree in Computer Science or Information Technology

Academic training or work experience in Microsoft development technologies including SQL Server and the .NET Framework (C# or VB.NET)

Linguistic Requirements (see Qualification Standards)



Knowledge of relational database modeling
Knowledge of modern software development techniques
Knowledge of object-oriented programming
Knowledge of database programming
Knowledge of Microsoft development technologies including SQL Server and the .NET Framework (C# or VB.NET)


Action management
Teamwork and cooperation

Asset Qualifications

Experience developing solutions with Microsoft SQL Server
Experience developing solutions with C#
Experience developing solutions with ASP.NET
Experience developing solutions with web scripting languages (Javascript, JQuery, or AJAX)
Experience developing solutions with Microsoft SharePoint
Experience developing applications using Windows Presentation Foundation (WPF)
Experience developing applications using Entity Framework
Experience building Web Services / Windows Communication Foundation (WCF)
Experience working with Microsoft Team Foundation Server
Experience developing reports using Microsoft Reporting Services (SSRS)
Experience developing XSLT templates
Knowledge of Agile development methodologies such as SCRUM
Knowledge of secure development practices and principles
Certification as a Microsoft Certified Professional Developer (MCPD) or Microsoft Certified Solution Developer (MCSD.NET) or Microsoft Certified Application Developer (MCAD.NET)


Ability to make recommendations, estimate level of effort, conduct software installation procedures and document procedures and technical processes.

Conditions of Employment

Some overtime will be required on short notice to achieve project delivery dates, in emergency situations or to meet operational requirements. Candidates will be required to be available on an on-call basis to provide support to clients outside of regular business hours, including weekends and holidays.

Candidates must meet the condition(s) of employment at the appointment phase and maintain them for the duration of their employment in this position.
